I'm stuck on "assign delegates", not 100% sure why. However, only 1 proposition is possible, and the other has been taken away. I think the probable case is that Washington proposed to embargo Shaka, and then he wiped Shaka out, but then I revived Shaka. Do you think this is why/has somehting like this happened to you with the world congress?
Not that solving this bug would win the game for me, I'm pretty sure this one's sunk since Washington snowballed like crazy anyway.
