BuildinInfos CivicOption vs Civic

Is there any way to make a building grant a single Civic rather than an entire category of them? CivicOption, which seems to be the only relevant line in the BuildingInfos file, only appears to take a category (e.g. Religious, Labor, etc.) and throws an error when specifying a single Civic (e.g. Emancipation). Is there any way to make it unlock just a single civic?

i find a whole civic option to be too much, u changed the effect if a building that used to give that to something more modest.
