C-S that I can raze

To say all i can't even liberate them. It started with Venice cities, I thought first it was a side effect of the Merchant of Venice. But then, I wanted to liberate a Poland CS, that i just saw a couple turns back that it was an actual City-State... (formerly liberated by Venice) but i couldn't liberate it when capturing it, and i could raze it. Well, it seems like a huge bug of the engine, because else i don't see how this could be happening... ideas ?

After Venice or Austria buyout/marry a City-State, it loses its former City-State status and becomes just a normal city like any other.

If it does not have the CS symbol by it's name, it can no longer be liberated back to as CS
