Can someone make an easy to use, all inclusive Civ 5 Mod program?

Hello, I see that there are a lot of modding software tools out there for Civilizatino V like Gimp and all. But I was wondering If someone could roll all these programs into one easy to use mod tool. Because the Civilization V SDK program left a lot to be desired, plus it has bugs. I was wondering if someone could make a mod program that is independent of the SDK tool and it lets you; make a mod; give the civs a name and give them attributes, lets you design the civs logo; lets you give units a name and edit their stats; draw the units skin and mod the units 3d model; lets you mod the units skills and special abilities; lets you assign buildings and technologies to the civ; lets you name buildings and edit their stats, lets you edit technologies, and lets you edit the city states. It would be really cool if someone could put this software program together. Civ 5 seems just as modable as games like Warcraft 3, so an all-in-one editor like this is entirely possible. Thanks.
 
Even though an all-in-one package could be useful and possible in theory, there's no way something like this will be created in practise. Specialised tools like GIMP/Photoshop (for art) or Blender (for 3D modelling) have been created over thousands of hours by many, many different contributors. To recreate those programs (even with all the modders that have been active in this subforum together) from scratch is therefore practically impossible, not to mention that you're essentially "reinventing the wheel" for no other reason than an all-in-one package. (Regarding "re-using" these programs, I personally do not see the benefit of a program that only links to existing external programs that can be installed for mod development, as a (collection of) tutorial thread(s) on CFC can fulfil the same task )

Making tutorials, templates (e.g. for civ icons), or even programs (e.g. Nexus Buddy 2) that work with existing tools is a lot easier* and quicker* to do, while effectively having the same effect. Of course, it is entirely possible to have tools that ease mod development! E.g. for civ 6 there's a city list generator, where the relevant sql/xml is code is generated for a given list of city names. There are also a few of such tools out there for civ5, but I've personally never used those.

P.s. I agree that the SDK is not perfect, but it's the best we have and does its job decently well :)

* "easier" and "quicker" are relative; making these kinds of things still take a ton of time
