Can you have more than 10 Founding Fathers?

I've been playing like you can't but I just had a game where one of the European Factions had 11 Founding Fathers and it hit me that maybe your current Founding Father screen might allow you to scroll once you have more than 10.

Yup - you get a scroll bar once you exceed 10.
