cant build farms

some of my cities have plenty of grassland and plains but i just cant build farms. there is no message on why i cant but i cant. i have civil service and can build farms near most of my cities. does a tile have to be connected to water to farm it?

Prior to the discovery of biology (and with the discovery of civil service) all farms have to be either adjacent to a fresh-water source, adjacent to another farm, or adjacent to a non-hill city that is itself adjacent to either a fresh-water source or farm.

The placement of farms next to each other to reach into otherwise un-irrigable land is known as irrigation "chaining".
