can't raze city

I capture the last city of a civ and I can't raze it. I think it was a CS but I don't get the option to liberate it. What gives?

Was the civ Venice or Austria? If either of those two civ bought the CS then you no longer have an option to liberate the It

In addition cities containing special Indonesian luxuries can't be razed.
Nor can holy cities for religions.

Cities that used to be city states can't be razed unless Austria/Venice married/bought out. If Austria/Venice married/bought out, then it can't be liberated but except for the above can be razed.
