Spend 4EP to 1) Initiate educational campaign to stay at home if you have a fever and to cover coughs and to wash hands frequently, and 2) stock medicinal supplies in hospitals to a) protect our health-care workers (masks, gloves, sterilization equipment) and b) treat those with b-i) life-threatening fevers or systemic inflammation from primary flu infection or b-ii) secondary infections of the lungs which might arise as a consequence of initial flu infections (various pneumonias, etc). Our government policy is to assume its already among us and not to try to and quarantine the entire country. We manage it, not prevent it completely.

Be really happy that we are at peace and reconstruction is done. That alone will mitigate a LOT of the damages the flu could potentially cause.

I really feel that everyone who is trying to stop this at their ports, borders, etc will not be successful. Its the flu. Its infectious pre-symptomatically and extremely contagious. With all the 'low-tarriff' trade agreements we've all signed, its probably already spread world-wide-and into your nation. By the time your governments can erect any of your quarantines, its already inside your borders.

Brazil may be the safest one of all with it European trade embargo- but that will only give it more time to prepare- it will not prevent it from reaching its country. That said, most of us are at peace currently and world poverty is near an all-time low- so we are better prepared to deal with this now then most other times in our history.

ooc: that presumes the primary intent in quarantining obviously sick people at ones borders is to prevent its entrance (which would be an exercise in futility in many scenario's). One could argue that its primary reason is to ensure that such people are suitably cared to, without causing problems with domestic management of any outbreak (keeping the foreign sick clearly accounted for and contained, instead of roaming about outside of the knowledge of the authorities) thus maximising the responses effectiveness. In this sense the possibility of delaying or even keeping a dangerous strain of influenza out of ones nation would merely be a secondary desire, a happy surprise to speak (if it happens).

All I care is that it ends with Crezth restoring the United States to its former glory.

And I would think that port monitoring could at least help mitigate the spread of the virus. Naturally its already out in the wild, but I'm sure policy can be implemented that can help reduce its spread, even though it can't really stop it.

So I'll point out that with the EXTRA, the clock is ticking, and with such a situation, there is a possibility that it'll escalate into another EXTRA depending on the orders of those involved. Time waits for no man, especially in a crisis situation.

BEAR FLAG NEWS!

THE WATER CRISIS HEATS UP!​

The crisis at the Colorado heats up, as President Liam Tuff has mobilized and sent the Bear Flag Army to the Colorado River in "an effort to preserve the lives of our citizens against Southern aggression". All non pre existing commercial traffic has been stopped at the Jacksonian border, and the Bear Flag Army has begun creating strongholds. Any Floridan citizen crossing will be asked to surrender, and if not "the Bear Flag Army will give the strictest interpretation of an illegal crosser during a time of crisis". Colonel Lee Oliver has been given command over the troops in Bear Valley and he had this to say; "These Floridans come in and think they can mess with our citizens? Well they're not just pissin' on these folk, they're pissin' on the Bear". President Tuff confirmed his commitment to peace, saying he would prefer to work out a workable solution to solving the Colorado River crisis, and giving the Bear Flag Army strict orders to prevent any crossings into Florida by its own citizens, he also affirmed that if the Floridans try another crossing, they would be met with "A hail of artillery and gunfire the likes of which they have never seen". In a message directly to the Floridan president, President Tuff said "We are willing to negotiate on two main points, the first, to establish a permanent water boundary that ensures the Colorado's sustainability, and gives each nation a certain percentage of the water, and second, compensation for the Jacksonian family members of those slain by the Floridan military, and for the Floridan soldiers to be put on trial for their slaughter of Jacksonian citizens and for their attempt to disturb the peace on this continent"

In other news, Jacksonia has also announced the distribution of automatic weaponry and other military hardware to militias near the Floridan border in order to further protect themselves against Floridan incursions. When you mess with one of us, you mess with the Bear.

Vinland Orders

We already have a rather strong medical system in place, use part of the funding provided to the Nationellasjukförsäkringssystemet (national health insurance system, abbreviated NSFS) to spread information about the importance of cleanliness, keeping fed and hydrated, and self-quarantining (staying home in the event of influenza). We'll quarantine ships entering the country if some of their passengers show visible symptoms, like we did with shipments from Asia several years ago.

If an outbreak does begin in Vinland, we'll produce more informational posters to slow the spread, and provide financial compensation to businesses and individuals who lose working time due to illness and quarantine. Basically, we'll just do the commonsense solutions in case the problem comes our way.

Regarding Jacksonia and Florida, Vinland will try to organize a levelheaded discussion between the two sides.

Argentine Orders

Insure that all incoming traffic is not displaying flu symptoms and quarantine if so. If asymptomatic, allow through. Begging public awareness program to insure proper safeguards are taken.

I like how the Pope's answer to everything is to repeat his argument in a different way.

Also, Jacksonia, Florida, I hope Argentina can help you find a peaceful solution to your Colorado dispute.

Jacksonia notes to Vinland that Jacksonia will do anything and everything to prevent the blood of its citizens to be spilled on our sacred soil. If not for our mutual involvement in PADA, there would be war, but for the sake of peace, we are willing to end this dispute without further bloodshed, if the Floridan military does not seek to invade our nation any further.

The Grand Republic's only orders are to submit to PADA's authority as mediator. Jacksonia should do the same. They can hope to seize, but not control, anymore of the Colorado by force of arms so the whole exercise would be horribly counterproductive.

It has been a hot summer, let us not make it even more unbearable.
