[Civ2] City Improvements Order

I have been trying to change the order that the city improvements are shown in in the city window. I would like the Aqueduct to be listed at the top.

I have changed the Rules.txt to the order I want, and I have changed the order of the icons to match the new order of improvements.

On a saved game, this screwed up everything.
On a new game, when I made a city wall, no city wall was shown on the map. Am I missing something?

You can't change the order, unfortunately. Changing the names in rules and the art in improvements does only that - it changes the name and art. The function remains the same.
