City stuck on building a unit

Hi,

This keeps happening to my cities and I'm not sure why.



In this case, the city is building a settler, but generally it will get so that all of the sheilds are full and then just stay like that and not give me the unit. Please can someone tell me what I'm overlooking?

To clarify, it has been more than one turn and it keeps saying one turn remaining.
 
Settlers also cost 2 pop points, so the town has to be size 3 before the settler can be built.

Workers cost 10s and one pop (citizen), so a city must be at least size 2 before a worker can be built.

You're not getting enough food to make anything in that city. For immediate help, have the citizen work the cow. To fix it, have a worker irrigate some of those plains.
 
and just in case you deliberately want to disband that town with the settler, you must not have any food surplus. thus, turn the one citizen on the plains into a specialist, and next turn you will be asked whether you want to disband the town into a settler.

As the others have said your collected all the shields for the build you just dont have the population to make a settler (or a worker) and wont have for 30ish turns, put your city one worker on the cow and population should grow quicker.
