I have questions about city improvements in space race.
I have conquered about 50% land area. I do not want to go further, in case culture expansion pushes it past domination limit. I plan to go caste-system and communism. There are not enough resources to justify corporations. I have some riverside cities with cottages, granary, and library. I have some non-riverside cities with farms, workshops, granary, and forge. My hills are mostly mined. Minor cities mostly produce wealth. In the future I expect to get the levee in riverside cities. Right before producing spaceship parts, most cities will produce research.
1) I want six (6) universities for the bureaucracy oxford university capital. Where do I build them, if any? I cannot figure out the tradeoff between how long the university will take to build, and the power of mature towns versus produce research.
2) I want to build observatory and laboratory in a few strong production cities, not just depend on ironworks city. Which cities will generate more production? The levee makes the math very hard.
3) Where do I build forges and factories, if any?
