No, none. That was my first admiral; the third one spawned there again. Lesson learned.
I was in a war and they wanted peace badly enough they gave me all but their capital city
that many cities at once resulted in extreme unhappiness and shortly after barbarian death robots were spawned

luckily my naval and air units were still close enough that i was able to bombard them into oblivion before they could do much damage
I thought this was addressed in a patch...
Do they spawn randomly then in 'any' coastal city?
