I think the questions should be for something that can ONLY be that, and nothing else.
Otherwise it's just a stupid crap shoot.
I know the answer, but can't guess.I disagree, but I do think that the first hint should specify what role it plays in Civ V, whether it is a unit, city improvement, tile improvement, promotion, game concept, leader, etc.

Nope! The clue isn't a defining characteristic, but rather a side effect of the unit's ability.
Well, in that case it could have been a million different things - and one could only hope to get lucky.
Can you imagine a Jeopardy episode where Alex asks, "This device is good for scraping ice from the windshield."
