That's incredibly close!

I was Dido. The first picture was an oxhide. If you read Dido's bio, you'll see that she acquired the land of Carthage through a trick with an oxhide. The second clue of course refers to the fact that African War Elephant replaces the horseman, but does not require a horse resource. It's also got the "my shores," because Dido's awesome UA gives harbours to coastal cities.
