Clarification re: Ethiopias UA

I tried searching for the answer, but I haven't been able to find an answer.

Does "10% Great People rate from each Alliance" refer to Declarations of Friendship with other civs, or to citystate "Ally" state?

I believe that it's actually Sweden's ability & also it's for declaration of friendships with civs

You seem to be playing with Communitas.

It refers to DOFs, because they are renamed to Alliances in Communitas.

declaration of friendships with other civs. it adds up so each friendships gets 10%. 4 friendships is 40% bonus to great peoples.

Oh my, I'm an idiot. I was sure I posted in the Communitas mod forum. My bad.

Alliances was changed back to Declarations of Friendship, so that's what had me stumped, but I suppose it's just a misprint.
