Colonists on alpha centaury

I arrived at Centaurus in TOT and I my cities on the alien planet can't build colonists... why is that?

This is by design: colonists have to be created on Earth and then sent to Centaurus. (Likewise, Centauran Mupbu can't be built on Earth.)

Depending on how your game is configured, they may or may not be able to use Starports; see this thread for details and solutions.
