Computer players DON'T BUILD CITIES!!!

Hello everyone,

I have the following problem:

I decided to create a random map for the Swedish Empire mod. Since there are no Settlers in the mod, I had to create them. The problem is... Computer gamer Settlers don't do anything! They just stand still. They don't even scout the map, let alone found cities. The Settle strategy is of course marked in the unit properties. How to make the computer create cities normally?

I have run into the same problem when I play around with a scenario that does not have settlers. About your only solution is to add a Settler unit to the mix. I have not come up with any other answer.

For enabling the settler strategy, the following flags must be enabled:

In your screenshot the load flag and the join city flag are not enabled.

Btw.: This is a modding question and not a question about technical problems with Civ 3.
