[BTS] Conditions and probability of "We love the king"

Most of us have had it happen before.

What conditions and probabilities will "we love the king (despot, dictator, president...)" happen? I can't find the code for it and probably won't understand it.

I read 8+ population and no unhealthiness. I have a suspicion that there are a lot more conditions.
