Connecting cities through culture?

Can anyone tell me why Bombay is connected to my capital even though I haven't yet researched Sailing?



In the previous turn, Bombay was size 1 and not connected. Somehow, growing to size 2 has established a connection - without Road, River or Coast.

BtW 3.19 with BAT 2.0 - this couldn't be a BAT bug, could it?

It's because the coast connecting your cities is entirely inside your borders. In this case, you don't even need sailing. The same thing can happen with rivers if they're inside your borders - you don't need sailing.

I'm sure it's documented. I were using this even before I start to read this site.
