Coprehensive rundown on City-State tributing?

Can someone give me a comprehensive rundown on city-state tributing?

I have a lot of questions in general about this. For example, if you have a giant army, does it count as "military near city-state" if you just put a scout near its borders? Or do you need more units actually near their borders? And how far away do they have to be count as being near it?

8 tiles. It goes by combat strength, not ranged combat strength. A city state needs to be at 4 pop before tributing a worker is possible. I recently uploaded a video that shows (among other things) a rampant tribute fest:

So does having more units in that 8-tile radius increase the modifier for Military near City-State?

Also, if you succeed in taking tribute, the threshold will be greatly increased.

This will also frequently trigger a city state quest with the other players to replenish their coffers; if someone fulfills it, it will further increase the threshold.
