Cottages: Do they help against crowded cities?

Cottages: Do they help against crowded cities?
I mean, in real life, if a city becomes too crowded, you see people move to suburbs. Can that be the case too in Civ?
So just let the workers build many cottages in the area around cities?
 
Alas, this doesnt work, because with suburbia sprawling out from your city, your residents just complain about their daily commute time and you end up with no net gains in overall happiness.

Seriously though, cottages have no direct happiness modifier to cities.
