Hey,

Is there anywhere in the map or city UI to see where these are displayed?

Do they count as adjacency for the benefit of the +100% policy cards?

No they are not adjacency. You can see it when hovering over a district that you get a bonus to. I don't think you can see the total.
On a side note: papal primacy is an awesome belief.
