If you are running a crazy streak on the minigame (I was at 40 culture streak near the end of a puzzle) and you do a double swap, you still get the 25, and not the higher value. Not sure if there's an easy way to plan around this and continue the streak, but worth keeping an eye on. Since I was on x5, it gave me +125 culture instead of +200 (each).
