When did that version arrive?
Windows 3.1 did not came out untill the early 1990s. (Releace date of Windows 3.1: March 18, 1992)

From Wiki:
Windows 3.x requires pre-installation of MS-DOS, which must be booted on PC startup. Windows is started as an application program, and can be terminated at any time, returning the user to the MS-DOS prompt. In a nutshell, Windows 3.1 can also work in DOSbox (though I had to first mount a folder that is not my normal C:\ but insted mount a folder such as C:\dosenv\vhd) It's so small that I have it on my USB flash drive.

1992! I was two years old!
