do privateers count in your power graph and soldier ranking?

i made 20privateers in past 5rounds so i can control the new world but my power graph shows barely any difference

privateers don't count? =[

6000 soldiers – Swordsman, Juguar Warrior, Gallic Warrior, Axeman, Dog Soldier, Phalanx, Vulture, Pikeman, Landsknecht, Longbowman, Horse Archer, Numidian Cavalry, Keslik, East Indiaman, Privateer, Guided Missle

So they count, but not that much. In comparison, a Galleon is 4000 and a Frigate is 8000. Depending on the size of your empire, building 20 units doesn't necessarily tip the power substantially.
