Do Towns Decrease Crowded Levels?

As title really.

If I had 2 cities, 1 with mines/farms etc and one with all towns, would the one with all towns have a better 'too crowded' rating?

Is there any way to stop people complaining about overcrowding from a tile point of view?

Nope, towns don't directly alleviate overcrowdedness, as if they served as housing space where people lived. "It's too crowded!" :( is determined only by the city's size in terms of population points, one unhappiness for each point. No other factors affect this source of unhappiness.

On the other hand, working cottages instead of farms slows growth and decreases max population, so it kind of indirectly lowers unhappiness that way.
 
No, overcrowded is just the base unhappiness for your city. When you go up in pop, so does the unhappy. It makes it so happiness becomes a limiting factor in population growth.

Oh yes, I forgot about this. So there is one other thing that can control unhappiness from overcrowdedness (and all other unhappiness for that matter).
 
Yes, Happiness.

There are numerous sources of happiness in the game, some are:

Early luxury resources (Gold, Silver, Gems, Ivory)
"Calendar" resources (Sugar, Spices,...)
Buildings (Colosseum, Theatre, Temple...)
Religion
Charismatic leader trait
Civics
...

Some buildings double the effect of a happines source.
