Does anyone know the mod TOTAL MOD (ALPHA) (v.7)?

I downloaded it on here somehow, and it looks amd reads great, but don't know how to install it. It looks fine, in documents and my games, under civ end then mods, normal looking folder, but when i play it the text is all capitilized and cant see techs. Ive read the read me, and no make sense
