Not totally certain, but to my knowledge, whether or not a map wraps is a function of that map's design. Some maps are locked (Inland Sea, Frontier, Great Plains come to mind), while others (Pangea, Continents) are designed to wrap. I'm not aware of a scrolling option for any standard maps. (I don't use mods, so can't comment on any non-standard maps.)

It has been niggling in the back of my brain that somewhere I read about a config setting "0" or "1" controlling the wrap setting. That sounds like something one would find in the Creation & Customization forum. I do not spend a lot of time in that forum, just go there occasionally to satisfy some random curiosity. I haven't been able to find it, but if I actually DID read it, it was almost certainly in that forum somewhere.
