This poll is for the "Unlock diplomacy options" aspect. For each option (a-h), you may pick Yea if you're fine with it working like that, Nay if you're NOT fine with it working like that, or both/neither Yea and/or Nay if you don't care.
Remember, these options can co-exist.
Examples for each option in this thread:
a. After establishment, you can buy votes, make Defensive Pacts, or trade techs with the target civ.
g. After establishment, you pick from a list, a mission that allows you to make Research Agreements with the target civ.
The difference is whether these diplomacy options should be always allowed while the spy's in the city (a), or the spy needs to be dedicated to the Diplomat role and can't perform other missions (g).
These can still co-exist - you can have some diplomacy options locked behind the dedicated Diplomat role, and some always available.
