Extra Unit Slots

So, if I'm adding extra unit slots to a scenario as per ToTPP, and I go over the normal ToT limit but don't fill all the extra slots, do I need filler text lines for the slots I don't fill in the sections that deal with units in rules.txt, or can I leave them out? I'm afraid the only scenario that uses those extra slots to date, SCW, isn't much of a guide as McMonkey actually does fill all the extra slots in his latest revision...

I don't think you need to fill in the unit slots as long as you set the @COSMIC2 entry to the correct number.
