FA: ROP with France?

Now that France is at war with Persia, we have French units slogging through our fields and disrupting our citizens from their work. If we sign a ROP then they will be able to use our railroads, and thus depart faster. There is also the risk they could use those same rails as a settlement superhighway, which would negate our ability to steer their settlers.

Would this be beneficial? Any other risks, other than the obvious sneak attack potential? Should we do it, or not?

It's going to be difficult enough to stop France flooding us with Settlers, but add the use of our rail network into the picture and it will be almost impossible. So I think I say no to a ROP. We could use some of our many workers to prevent the French from blocking our rail network.
