As for actual favourite tech, it would have to be Alphabet [one of the more inspiring quotes, but somehow Al's seems better suited to winning the game]

I think this quote came with the completion of some kind of espionage wonder/Project, but I'm unsure.

Lots of great quotes. Gunpowder and Corp have already been mentioned, but this is another one of my favorites:

I don't think espionage existed in Civ3, and if it did it wasn't until late game. I think the quote is from completion of the wonder "Sun Tzu's Art of War" which gave a free barracks in every city.
 
That quote is in Civ 4 too, i believe it's the one for MT.
