The game has almost no events relative to finance. I created a few events to use in the game. I also made a few events for Reefs as there appear to be no special events for this new terrain feature. These events were developed over the last few decades playing Civ and used World Build and manual techniques to implement them. So, I suggest the following list of additional events.
The Marketplace in [City] has become a center for trade in exotic spices. Gain one Gold for Marketplace. (MUST have Spices in [City]’s radius)
The Marketplace in [City] has become a center for trade in exotic fabrics. Gain one Gold for Marketplace. (MUST have Silk in [City]’s radius)
The Marketplace in [City] has become a center for trade in exotic carvings and sculptures. Gain one Gold for Marketplace or two Gold if [City] has both Marble and Jade. (MUST have Jade and/or Marble in [City]’s radius)
The Marketplace in [City] has become a center for trade in pearls. Gain one Gold for Marketplace or two Gold if [City] has black pearls. (MUST be a coastal city and have Pearls or Black Pearls in [City]’s radius)
The Marketplace in [City] has become world famous for its fish market. Fishers from all over the world come to sell their catch. Gain two Commerce Points for marketplace. Also gain one Fish resource in City due to foreign fishers arriving in port. (MUST be a coastal city and have at least two Fish/Crab/Shell/Oyster resources in [City’s radius)
The Bank in [City] has expanded its operations to include international clients and businesses.
The Bank’s income significantly increases. Gain three Gold per turn for Bank. ([City] MUST have Bank and at least one trade route with foreign city)
The Bank in [City] has been caught engaging in money laundering for criminal organizations dealing drugs. There is a large public outcry for an investigation.
1) Leave the matter to the local authorities to handle. Nothing is done. Suffer two Unhappy faces for four turns in [City]
2) Provide the local Constabulary (if one is present in [City]) a grant of 40x Gold to conduct an investigation of the matter. The public is mollified but the investigation is stonewalled by the Bank. The Bank’s Gold production is reduced by 10% for ten turns.
3) Appoint a Special Prosecutor to investigate and prosecute the Bank’s officers who are imprisoned. The criminal organization is eliminated from [City]. Pay 200x Gold for costs of the investigation.

The Bank in [City] is rumored to be near failure. [City] officials have brought a formal request to investigate the matter and protect the deposits of the citizenry.

2) Order an investigation into the Bank’s failure. Pay 100x Gold to help reimburse the individual depositors. Lose the Bank.
3) Announce that the government will deposit 400x Gold to help keep the Bank solvent. The Bank is saved.

The Bank in [City] has been caught engaging in illegal usury against the poorer people of [City]. Significant public pressure to do something about the situation has been brought.

3) Appoint a Special Commission to investigate predatory lending practices in [City] and [Country]. Pay 200x Gold in costs. Order the Bank to reimburse all of the victims of their predatory lending practices.

The Bank in [City] has been caught creating additional client accounts for existing clients without their knowledge, thereby significantly increasing their profits due to additional account fees at the expense of their clients.
1) Defer the matter to the legislature to enact laws to prevent such occurrences. Suffer two Unhappy Faces for four turns in [City]. The matter just fades away.
2) Order the Attorney General to initiate a criminal investigation of the Bank. Suffer one Unhappy Face for one turn. Bank loses half its Gold production for four turns.
3) Mount a PR campaign against the practice and advise people of their rights. All Banks in [Country] lose one Gold for one turn.

The officials of the Bank in [City] have been caught embezzling retirement accounts of public employees. The government employees have been flooding the government with complaints and demands to reimburse them.
1) Ignore the situation - the employees should have been more careful where they place their retirement funds. Suffer one Unhappy Face for four turns in [City].
2) Prosecute the Bank officials and sponsor new legislation to prevent a repeat of such an incident. The Bank goes bankrupt (lose the Bank).
3) Allow the Bank to quietly handle the situation without any prosecutions. Secretly pay 400x Gold to help reimburse the public employees.

A group of investors and Stock Exchange officials have been caught fraudulently offering stock in a non-existent gold mining company. The offenders are convicted and sent to jail. The Stock Market closes for ten turns. ([City] MUST have Stock Market) (event may be repeated)
Several investors and Stock Exchange officials have been caught illegally attempting to manipulate the stock market prices. Small investors are screaming for an investigation.
1) Caveat Emptor - this is a system of free enterprise and the government should interfere with the market forces. Lose 100x Culture Points.
2) Order an investigation into the allegations. Propose the formation of a commission to oversee the activities of the Stock Exchange. Pay 40x Gold in costs. Nothing is accomplished.
3) Have the offenders prosecuted and jailed. The victims are paid 200x Gold in damages. The Stock Market is closed for ten turns.

2) Secretly order the Mint to stop making the coinage and attempt to quietly recall all the devalued coinage. Pay 200x Gold to implement the recall.
3) Publicly blame one of the Mint’s officials for the problem and announce a public recall of all debased coinage. Many people attempt to cash in with fake coins. Pay 400x Gold for costs.
