Fishing income changes

I've noticed that in the early game (G+K) the gold I get from placing a work boat on fish accords with what I know about the game. In the late game, however, when I establish a new fishing site I get +19 gold. I can't find any info that explains this very large income from a single fishing site, even considering things that add to it such as having a seaport.

Seems like aa bug or you are using pirate mod
