Game freezing when in fullscreen but fine in windows

Ive been playing civ5 on my surface pro 7 for 4 years. Suddenly a few days ago, I run the game and it freezes. A common fix to this is just playing the game windowed, and that does stop the freezing, but does anyone know how to actually fix the problem? My display is already small as it is, playing windowed is miserable.

A few other things to maybe help you help me:

• when fullscreen, the game still runs but only when NOT in focus; it never actually crashes though.
• fullscreen works fine but ONLY when plugged into a monitor (too bad I cant lug my monitor around with me on campus)
• I verified the integrity of the game files, didnt fix it
• I dont play with mods, only the dlc stuff sold on steam
