It means you accumulate Great Person points 50% faster. You'll notice there's a counter that starts at 0/150. When it reaches 150, you get a GP. If you have the more great people bonus active, you get 50% more points so instead of 10 (from say palace culture and a temple) you'd get 15. It still shows that you are getting 10 culture per turn, but the counter will increment by 15.
Note that if you are the Greeks and remain in your default government of democracy and don't build any cultural improvements (wonders, temple, etc.) then you are producing 0 culture. 0 * 1.5 = 0. I usually try to spend much of the medieval era in republic then go back to democracy in industrial.
