Help: Giving city bonuses based on # of cities founded before it?

Ok, so I'm very new to modding civ 6, and I haven't actually completed my first two mods, but I'm making a list of ideas for my future civs.

In the future, I'm planning on making an Iroquois civ with an ability that reflects the Six Nations. I want the first 6 cities to receive production bonuses when constructing districts. But, I want it a bit more complicated than that.

I want to give production bonuses based on how many cities have been founded before it. For example, the Capital receives perhaps +10%, but cities founded AFTER the capital receive +15%, +20%, and so on, up until it reaches a maximum. After this maximum is reached, the bonus is reduced to +5% for all other cities founded after this maximum.

For example:
Capital: +10%
2nd City: +15%
3rd City: +20%
...
...
6th City: +35% (maximum)
7th City: +5%
8th City: +5%

The problem is that I'm new to modding and I have no idea how to do this. If anyone can help me it'd be greatly appreciated. Perhaps I'll even start my 3rd mod while I wait for the youtuber Keniisu to upload the next video in his Civ 6 modding tutorial series.

To recap: how do I give a bonus to district production in a city, based on how many cities have been founded before that city?
