help! i need that survey ship

i've just started my first campaign game and wanted to build me a survey ship - however, i just can't find the life support branch on the tech tree. (i realize right now that i can create a custom survey ship with just sensors I, but i nevertheless want to know where that life support is..)

well it appears that many branches are missing throughout the various campaign games.. not too intriguing.
