I feel like the Sacred Sites strategy would be something fun to do when sandboxing on lower difficulties, but I don't know if you can afford that on higher difficulties. By adopting Piety you're also missing out on Aesthetics.

And while Liberty might be inferior to Tradition overall, I feel that it is more suitable for Sacred Sites.

Indeed it is. Whether you open Piety or Liberty first depends on who's in the game, and whether they open Piety first.
