How I fixed my TXT_KEY problem

I finally got this problem fixed, no more annoying TXT_KEYs! I have not installed any mods.
First off, your language setting definitely has to be English (I'm not sure if there would be a difference in setting it to US or UK though).
Install the XML parser 3.
Delete the cache folder in C:\Documents and Settings\<username>\Application Data\My Games\Sid Meier's Civilization 4\
IMPORTANT STEP: Get the game to parse the XML files from the start. I'm not sure if there are other ways to do it, what I did was I uninstalled everything except saves, configruations and profiles, and then installed the whole lot again. When you run the game for the first time, it will load the XML files (if it gives you an XML load error but you enter the game anyway, then you'd most likely have TXT_KEYs around in your game), with the XML parser you installed, you should be able to play the game TXT_KEYs free!

Anyway that's what I did, hope that helps some people.
