how to enable all leaders in a senario

i did a quick search for this but didn't see anything, please excuse me if this has been covered before which i'm sure it has. i want to play a scenario in warlords, however when i go to start that scenario i only have the options to play one leader for each civilization in it, how can i enable a player to choose what leader he wants, or make it so the leader i want can be chosen? thanks

Unfortunately, WBS format doesn't allow us to have more than 1 leader per civ. But you can change one leader to another by editing a scenario file.

For example, if you wish to play Stalin instead of Peter, open WBS file in Notepad, find string "LeaderType=LEADER_PETER" and change it to "LeaderType=LEADER_STALIN".

You could also change it into LeaderType=None, which would allow you to select. Although I don't know if it works with only one civ edited, but you can always try it out, and report here
