How to gift a unit

I click on a city state, I click the "Gift a unit" button, the cursor changes into a little present, I point it at a unit. There is a white highlight around the unit. I click the unit. Gifting doesn't happen, it just does an ordinary selection of the unit.

Next try: go through the same process, I click the unit. NOTHING HAPPENS.

Is there a trick to this? I cannot figure out what I might be doing wrong. I'm on a Mac, Mac OS 10.9.

Have you tried clicking the hex that contains the unit, not the unit itself
