I don't know what a first is in this context though I thought it was a British term, fanny means vagina here, and per Lexi's post, pistols and handguns are exclusively for sport shooters and cops.

I think it's a floating hubcab, which is weighted and pivoted(?) so that it stays in one orientation, rather than rotating with the wheel
