If you were able to change the social policies for liberty how would you do it? I seen many mods that change social policies depending on how you choose to play but I do not like them since they are way too overpowered and radically change the game. What small changes would you make to liberty that give it a few more bonuses and staying consistent with the design of the game.
Here are my ideas. Let me know if you think these are over-powered:
Liberty Opener: Each city you found gives +1 culture. Gain a free worker.
Citizenship: Gain an additional trade route. Get a free caravan.
Republic: Gain +1 production in every city. Gain +2 production in the capital.
Collective Rule: Gain a free settler. Produce settlers at 50% speed in capital (no changes).
Meritocracy: Golden Ages require 50% less total happiness. Immediately Start Golden Age.
Representation: Get +2 happiness for every unoccupied city which has a road to the Capital.
Liberty Finisher Idea 1: A free great person of your choice and a free technology.
Liberty Finished Idea 2: Two different great persons of your choice (usually Scientist and Engineer).
