Huge Map Adjustments

I'm playing in a huge map with Hiawatha. I've been trying to keep my civ down to 3 cities so I can continue to get SP's. Unfortunately everyone is so far away that it's 1000ad and people are just now starting to settle near me, so my plan of puppeting has been nonexistent.

With a huge map, and TONS of space (we're not even close to crowded yet), is it silly to just sit on 3 cities and build them up as much as possible? Should I just keep expanding until the neighbors get mad and THEN start to puppet? This is at King level.

The SP increase per city is less on huge maps. So you can get away with a few more cities there than you would on smaller maps.
