I kind of feel like and idiot for asking this but......

In Civ IV Col how do I accept a founding father after I click "no" on accepting this the first time? This is because I was afraid I wouldn't be able to get Dom Pedro if I got Alexander von Toquaville (Please forgive my spelling mistakes), but know I can't get him. I've tried pressing the picture of them and the number of points you need to get him but it doesn't work

You cannot get an earlier Founding Father (FF) that you skipped, unless you spend your political points on another FF such that your political points now fall below the points requirement of that earlier FF, after that you must accumulate your political points again until you hit that FF's points requirement.

You only ever get one chance to accept a Founding Father. Once you decline him he will not appear again. This means you have to make some tough choices, especially early in the game. You only have a limited number of FF points so spend them wisely.
