The priesthood took their influence as granted an focused to much on bringing havoc to foreign enemies than to convince the average citizen for their course.
The unstable unity which a church devoted to chaos got naturally proved to be enough to handle for the strongest son anyway.
The influence of profane people was growing in all parts of the empire. Some where demanding a re-separation of nozkam and kharkush, others where even demanding separate states for orcs, dwarves and trolls each, even others where demanding the separation of church and state.

After a series of revolts, demonstrations and discussions the most fertile daughter, the local spokesman of the blossoms of mercy met with some of the profane leaders to discuss the future of majellan.
The conclusion was the founding of the Federation of majellan lead by a council. This council included nine persons. One for the orcs of kharkush, one for the orcen minority in nozkam, one for the trolls of nozkam, one for the trollic minority of kharkush, one for the dwarves of nozkam one for the dwarven minority of kharkush, one for the church of amathaon, one for the church of camulos and one for the blossoms of mercy.
