I agree with Krikkitone here.
In Civ4, a philosophical leader would benefit less, mathematically from building the parthenon than a non Philo leader, as it would only give +25% on top of everything else rather than a +50%. However, because you would be concentrating so much more on GPP as a philo leader, the amount gain from having +25% of a lot is more than +50% of a lot less. For that reason, I can see theocracy being even useful for India than for others.
