IndieStoneNexusBuddy

Does anyone know how to install IndieStoneNexusBuddy? I have 2 files of it (one says its old the other says its new) I unzipped them to:

C:\Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization V SDK\Nexus\x86

as it told me. When I ran it, it said that it wasn't responding (picture in attachments)
