Inquiry about different civilisations.

Ok, so I just found out yesterday that Civ. REV.2 is on the Google Play Store for $09.99, now I have every intention of buying it, but my question is this: Are all of the different civilisations available to play as from the start of the game? Or do i have to buy them individually? If there's anyone that knows, please let me know, any info on this would be greatly appreciated.

No IAP. All civs are unlocked since the start, but some have alternative leaders unlocked by some achievement (i.e. Russia's Lenin is unlocked by winning domination with Russia in a game in which you used a nuke)
